I highly recommend you contact the school directly — the link to their website, along with contact information, is on this page — I run this blog by myself and don’t have many relationships with the 2000+ Criminal Justice colleges and universities, but I try to do my best to accommodate everyone.
I can say that a 3.1 is a good GPA, not great — a big factor for scholarship awards — HOWEVER — you should be able to get some assistance from the U.S. Dept. of Education in a form of grants, considering your income meets specific criteria. For school specific grants and scholarships I recommend getting in touch with them ASAP as the bureaucracy can often take months or even close to a year.
